GST reforms to reduce counterfeit goods trade: FICCI CASCADE Chairman

GST Reforms: A Big Win Against Fake Goods and Smuggling in India

New Delhi’s buzzing with talk about how the latest GST changes could clean up the market from counterfeit goods. Anil Rajput, Chairman of FICCI CASCADE, shared these insights during an event in the capital, highlighting how these reforms tackle smuggling and fake products head-on.

FICCI CASCADE, a key group fighting counterfeiting and smuggling, hosts its annual MASCRADE conference to rally everyone against these issues. Rajput emphasized that fake goods and smuggling hit India’s economy hard. "We must wake up policymakers, businesses, and everyday consumers to this problem," he told .

Diving into GST 2.0, Rajput called it a game-changer. High taxes often fuel the counterfeit goods trade, but the government has slashed rates under these reforms. This should curb fake products in key sectors, making it tougher for smugglers to thrive.

So, what does GST 2.0 mean for regular folks and businesses? It eases the tax load on households, boosts small and medium enterprises (MSMEs), and fights illicit trade like never before. A fresh report from FICCI CASCADE and Thought Arbitrage Research Institute (TARI) backs this up with solid numbers.

Under the old GST 1.0, only 54 item categories faced a 5% tax. Now, GST 2.0 bumps that to 149 categories. This drops the effective tax burden for rural families from 6.03% to 4.27%, and for urban ones from 6.38% to 4.38%. Families across India will feel the relief in their pockets.

For MSMEs and businesses, the reforms fix messy inverted duty structures—where taxes on raw materials are higher than on finished goods. Sectors like tractors, farm machinery, fertilizers, textiles, handicrafts, auto components, and construction materials now get lower, fairer rates. This frees up stuck input tax credits, giving companies more cash for growth and better competition.

On the tech side, GST 2.0 pushes digital compliance with smart tools: risk-based checks, instant automated refunds, and faster resolutions via the new GST Appellate Tribunal (GSTAT). These steps will help formalize the economy, pulling more players into the legal fold.

The report points out how tweaking the standard 18% slab and moving essentials to 5% closes price gaps that smugglers exploit. Fewer incentives for counterfeiting mean a stronger, cleaner market.

Sure, there might be short-term dips in government revenue, but GST 1.0 already doubled indirect tax collections and grew the taxpayer base. Long-term, this spells big fiscal wins for India.

One catch: The 40% tax on demerit goods like tobacco could keep black markets alive. FICCI CASCADE calls for a smarter balance in taxing these items to really stamp out smuggling.

Overall, GST 2.0 looks set to reshape India’s fight against counterfeit goods, smuggling, and illicit trade, paving the way for a fairer economy.
