ISI plots multi-front escalation: Intel warns of sharp rise in Pak-backed terror activity

In New Delhi on December 9, intelligence officials warned that Pakistan could spark another surge of terror activity in the coming weeks. “It isn’t just one plan the ISI has in mind,” an Intelligence Bureau officer told reporters, “but a slew of operations that will keep Indian agencies busy on the ground and online alike.”

The ISI’s strategy, especially after Operation Sindoor, is to have Lashkar‑e‑Taiba and Jaish‑e‑Mohammed operate together as a single unit. While they keep their original names, the tactics remain largely unchanged. Many planned attacks will feature operatives from both groups working in tandem.

Jammu and Kashmir will still be the primary target, but the ISI has instructed these groups to deploy cells across the country to stage pan‑India attacks. Cyber capabilities have also been expanded, raising concerns about honey‑trap schemes, cyber fraud, and large‑scale online propaganda.

A surge in disinformation campaigns is expected, further complicating the security picture. The ISI is looking to activate Jaish‑e‑Mohammed cells in states such as Uttar Pradesh and Maharashtra. Reports hint at a potential operation in Nagpur, prompting police to stay on high alert. In both Uttar Pradesh and Maharashtra, the ISI aims to hit religious sites—an approach designed not only to spread fear but also to ignite communal tensions nationwide.

Even though Pakistan’s army chief, General Asim Munir, continues to make provocative statements, he knows a direct conflict with India’s armed forces would be a lost cause. Nonetheless, he uses such rhetoric to rally morale while the army and ISI covertly orchestrate terror incidents inside India.

The overarching goal is destabilization. The ISI views widespread communal violence as a tool: it destabilizes the state and also attracts new recruits. This tactic has been employed repeatedly after past riots.

Recently, leaders from Jaish‑e‑Mohammed and Lashkar‑e‑Taiba met in Bahawalpur to map out their next moves. Under ISI direction, they agreed to unite under a single command, widening their focus beyond Jammu and Kashmir to the rest of the country. They planned to set up additional “modules,” like one in Faridabad, to facilitate nationwide strikes, and to re‑activate launch pads in Rawalpindi to bolster infiltrations into Jammu and Kashmir. An officer noted that the job of India’s security agencies will only grow harder because Pakistan is becoming increasingly desperate.
