Rajasthan Assembly Passes Key Bill to Boost Industrial Growth
In a big move for Rajasthan’s economy, the state assembly has approved the Rajasthan Land Revenue (Amendment and Validation) Bill, 2025. This new law promises to speed up industrial development and make doing business easier in the state.
Parliamentary Affairs Minister Jogaram Patel hailed the bill as a game-changer during the assembly debate. He explained how it simplifies land management for the Rajasthan State Industrial Development and Investment Corporation Limited (RIICO). "This amendment brings much-needed clarity to processes like land exchange, conversion, and use," Patel said.
The bill tweaks the Rajasthan Land Revenue Act, 1956, to validate all land plots given to RIICO by the government—whether before or after this change. This means RIICO now has stronger powers to handle everything from land transfers and subdivisions to mergers, plot regularizations, and even layout plan updates.
Patel pointed out that RIICO can now regulate land use changes, grant permissions, and carry out development works in industrial areas without legal hurdles. All these actions will hold up in court, giving the corporation full planning and oversight in these zones.
The minister stressed the bill’s wide-reaching benefits. It should cut down on land disputes and court battles, while building investor trust. "Clear rules on land management will remove roadblocks and attract new industries, fueling Rajasthan’s economic boom," he added.
One key exception: The amendment won’t cover lands allotted for industry before September 18, 1979, if the government or RIICO already canceled those leases.
Patel called this a "vital reform" that strengthens RIICO’s legal base. He assured that Rajasthan’s government is all in on creating a business-friendly environment, and this bill will help the state compete for big investments. With industrial growth in Rajasthan on the rise, expect more opportunities ahead.
