Kristi Noem Claims Woman Killed in ICE Shooting Was “Stalking and Impeding” Agents, Video Fuels Dispute

Homeland Security Secretary Kristi Noem claimed Wednesday that the woman fatally shot by an Immigration and Customs Enforcement officer had been “stalking and impeding” agents throughout the day before the shooting.
Speaking at a press conference, Noem said ICE agents repeatedly told the woman, identified as 37-year-old Renee Nicole Good, to exit her vehicle and stop what she described as efforts to “obstruct” law enforcement. According to Noem, Good did not follow those instructions.
Federal officials have since described the incident as an act of “domestic terrorism.”
Video from the scene shows Good’s vehicle stopped in the middle of a residential street as ICE agents exited a dark gray Nissan Titan truck and moved toward her car. In the footage, Good can be heard telling the agents to “go around,” while one officer orders her to “get out of the car.”
Moments later, Good suddenly shifts into reverse and tries to drive away. She is then shot.
Noem alleged that Good attempted to “weaponize her vehicle” and said she tried to run over a law enforcement officer.
Minneapolis Mayor Jacob Frey confirmed that Good was shot in the head but forcefully rejected ICE’s claim that the shooting was an act of self-defense, calling the explanation “bulls—.”
Minnesota Gov. Tim Walz said he also reviewed the video and urged the public not to accept what he described as the Department of Homeland Security’s “propaganda machine” surrounding the incident.
“The state will ensure there is a full, fair, and expeditious investigation to ensure accountability and justice,” Walz said.
Minneapolis Police Chief Brian O’Hara told reporters that the investigation is being led jointly by the Federal Bureau of Investigation and the Minnesota Bureau of Criminal Apprehension.
The killing of Good, who was a U.S. citizen, has further deepened political tensions in Washington, with lawmakers sharply divided over the Trump administration’s immigration agenda and ICE enforcement tactics.
Earlier this week, DHS said it had deployed 2,000 law enforcement officers to the Twin Cities as part of an operation targeting what it described as “fraudsters, murderers, rapists, and gang members.”
Rep. Alexandria Ocasio-Cortez, D-N.Y., accused ICE of operating without oversight and said the agency needs to be “reined in.”
“We just saw them murder an American citizen in cold blood,” she said.
Vice President JD Vance, meanwhile, reaffirmed the administration’s support for ICE officers in a post on X.
“To the radicals assaulting them, doxxing them, and threatening them: congratulations, we’re going to work even harder to enforce the law,” Vance wrote.
