Chandigarh, India – October 10
The Chandigarh Police have formally accused Haryana’s Director General of Police Shatrujeet Singh Kapur and Rohtak Superintendent of Police Narendra Bijarniya of aiding a suicide and of caste‑based harassment. The charges come after the wife of the late IPS officer Y. Puran Kumar, Amneet Puran Kumar, filed a complaint that her husband committed suicide on October 7 at his Chandigarh home.
The FIR, lodged at Police Station Sector 11, cites sections 108 and 3(5) of the 2023 Bharatiya Nyaya Sanshita and Section 3(1)(r) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. It says that Puran Kumar, a 2001 batch officer of the Haryana cadre, endured sustained humiliation and caste‑based discrimination from senior police officers, including DGP Kapur. He allegedly turned to a suicide note that recorded years of abuse, denied promotions, and blocked leave requests.
Amneet Puran Kumar claims that the harassment was systematic and that her husband’s complaints to higher authorities—including DGP Kapur—were ignored. She also says a separate FIR was filed against one of Puran Kumar’s staff members in Rohtak on October 6, allegedly under DGP Kapur’s direction, as part of a plot to implicate her husband falsely.
In her statement, Amneet Puran Kumar urged quick arrest of the accused officers, warning that their influence could tamper with evidence and witnesses. She said justice should be visible and not just a formality.
Inspector Jaiveer Singh Rana of the Chandigarh Police will investigate the case. Officials have informed the complainant of her right to free legal aid, and a copy of the FIR has been provided. ()
