Telangana unveils Vision 2047 to become $3 trillion economy

Hyderabad, Dec 9 ( LatestNewsX ) — The Telangana government released its Vision 2047 plan on Tuesday, aiming to turn the state into a $3 trillion economy by 2047, with a halfway target of $1 trillion by 2034. The strategy outlines a three‑zone framework: CURE (Core Urban Region Economy), PURE (Peri‑Urban Region Economy), and RARE (Rural Agri‑Region Economy). Chief Minister A. Revanth Reddy presented the document during the closing session of the Telangana Rising Global Summit at the upcoming Bharat Future City.

According to the plan, the Central Urban Zone is bounded by the 160‑kilometre Outer Ring Road, which will become a net‑zero, service‑only city. The larger 360‑kilometre Regional Ring Road will link key peri‑urban hubs and many Tier 2 towns. The area between the ORR and RRR, served by radial arteries, will form a manufacturing focus region (PURE). Beyond the RRR, up to the state’s outer limits, the government intends to nurture agriculture, green economy initiatives, and agri‑based enterprises (RARE).

The vision seeks to distribute prosperity across all segments of society—youth, women, farmers, and marginalized communities—and embeds sustainability across sectors, targeting a net‑zero trajectory by 2047. Telangana plans several flagship projects to compete globally rather than merely with neighboring states or Indian cities. These include Bharat Future City, Musi River rejuvenation, a dry port, a 12‑lane expressway to the Krishnapatnam Sea Port, bullet‑train corridors linking Hyderabad to Bengaluru and Chennai via Amaravati, manufacturing zones between the ORR and RRR, the Regional Ring Road and its radial connectors, a Regional Ring Railway, green power for farms, integrated townships, green energy hubs, and mass adoption of electric vehicles.

The Congress administration, which recently completed two years in office, claimed a shift from episodic decision‑making to a comprehensive, policy‑driven approach. Other pillars of the plan feature excellence in governance, delivery assurance, knowledge hubs, inclusive and sustainable welfare, resource mobilization, environmental stewardship, and cultural promotion.

The Rising of Telangana rests on what the document calls the most extensive citizen consultation exercise in the state’s history, covering all 33 districts across urban, peri‑urban, and rural areas, with over 65 percent of input coming from youth. Chief Minister Revanth Reddy noted that more than four hundred thousand people submitted their suggestions online. He emphasized the plan’s goal of empowering the underprivileged and poorer sections of society.

“We’re advancing with unwavering determination to eradicate poverty by delivering quality education and employment opportunities to Telangana’s youth,” the Chief Minister said, highlighting education, irrigation, and communication as core priorities. He mentioned the state’s initiative to build Young India Integrated Schools—co‑educational institutions that bring SC, ST, BC, OC, and minority students together—in a bid to eliminate caste‑based discrimination from the classroom.

“Some leaders view poverty as a fleeting issue. I know the plight of the poor because I grew up in a rural area and attended a government school. I have seen the struggles of Dalits and Adivasis. As someone familiar with these hardships, my ambition is to provide welfare to every poor person,” he added.

Expressing concern about rising unemployment caused by inadequate education and skill development, the CM announced the establishment of a Skills University to sharpen youth competencies and help them compete globally for jobs. A Sports University is also in the pipeline, aimed at securing Olympic medals.
