India’s top leaders in policy, tech, and business came together for the Bharat Digital Infra Summit 2025 on September 23 in New Delhi. This one-day event spotlighted ways to build a strong, inclusive digital infrastructure that supports the nation’s goal of Viksit Bharat by 2047. Attendees dove into hot topics like rolling out 5G networks and fiber optics, boosting data centers and cloud computing, and creating secure digital public infrastructure (DPI) to connect every citizen.
The summit acts as a yearly hub for experts to team up on solutions, swap ideas, and shape policies that make India’s digital growth sustainable, fair, and safe. As Mr. Shashi Dharan, Managing Director of Bharat Exhibitions, said in his welcome speech, “Today’s conversation isn’t just about laying more fiber or building more towers. It’s about creating a holistic, resilient digital backbone that powers Viksit Bharat. We need to close the gap between cities and villages so the digital economy reaches every corner of the country.”
Brig. Anil Tandan, Director General of the Broadband India Forum, kicked off the talks by stressing how solid digital infrastructure forms the base for a truly inclusive economy. “Our work ties directly to India’s tech boom,” he noted. “With the country advancing at an incredible speed, this summit couldn’t come at a better time. Viksit Bharat by 2047 depends on expanding this digital foundation.”
Shri Manish Sinha, Member (Finance) of the Digital Communications Commission at the Department of Telecommunications (DoT), served as chief guest. He outlined DoT’s broad role in crafting telecom policies and services for everyone. “We’re pushing for a secure, nationwide digital ecosystem,” Sinha explained. Key efforts include speeding up 5G rollout through spectrum auctions and easier right-of-way rules, plus leading the Bharat 6G Vision to position India as a 6G powerhouse by 2030.
Guest of Honour Shri A. Robert J. Ravi, Chairman and Managing Director of Bharat Sanchar Nigam Ltd. (BSNL), highlighted BSNL’s push to lay fiber networks for last-mile connectivity. This will bring e-governance, e-health, and e-education to remote areas. “We’re elevating India’s digital infrastructure to new levels,” Ravi said, pointing to BSNL’s role in 5G and future 6G tech. He also praised emerging tools like AI, cloud services, and blockchain for boosting sectors from healthcare to logistics. The government is fostering policies around AI, quantum computing, and cybersecurity to drive this shift. Ravi added that BSNL plans to launch its own homegrown technology this September, with Prime Minister Modi set to inaugurate it. India’s progress, he said, sets a global example for using tech to fuel inclusive growth.
A major highlight was the launch of a white paper called “Digital Infrastructure for Viksit Bharat: A 2047 Roadmap for Inclusive Growth,” written by Shri Sundeep Kathuria, Advisor to the Broadband India Forum. The report lays out a clear path for building the networks and systems needed for a thriving digital India.
Mr. Manoj Kumar Singh, Director General of the Digital Infrastructure Providers Association (DIPA), urged making infrastructure ready for the future. “DIPA members lead the charge in setting up passive infrastructure for 5G and beyond,” he said. They’re fiberizing tower sites to manage surging data from 5G, while promoting smart solutions like small cells and in-building systems for urban connectivity. This aligns with India’s smart cities push and a digital-first economy.

Padma Jaiswal, IAS, Secretary to the Government for States and Union Territories and Secretary, Government of Puducherry; Mr. Nijamuddin, ITS, Director (NBM), DoT; Mr. Puneet Anand, Head of Product Management & Development for Wireless Connectivity RF at HUBER+SUHNER; Shri Jitendra Garg, ITS, PGM (BTCL) Head at BSNL Corporate Office; Shri Sharad Singh, Ex Vice President at National Highways Logistics Management Ltd.; Shri Vivek Dua, ITS, Principal General Manager (CNP) at BSNL; Mr. Priyabrata Das, Managing Director at One Consulting: TMT, PwC India; CA Manoj Misra, Director – Regulatory Affairs at Indus Towers Limited; Mr. Santanu Das, Head – Regulatory at ALTIUS; Shri Ashok Kumar, Director (LP-A) at DoT; and Shri Umang Das, Chairman of the Standing Committee of Chairs in BIF.
