India aiming to ramp up refining capacity, biofuels and produce 5 MMT green hydrogen annually by 2030

New Delhi/Jaipur, Dec 3 (LatestNewsX) – BJP Rajya Sabha MP Madan Rathore asked a pivotal question in Parliament about India’s energy future and demanded details on plans to expand the country’s refining and biofuel capacities.

In response, Minister of State for Petroleum and Natural Gas Suresh Gopi told MPs that India’s current refining capacity is 258.1 million metric tonnes per year, and it is expected to climb to 309.5 MMTPA by 2030. He added that work is underway to raise the petrochemical intensity index of state‑run refineries from 4.1 to around 9.3 over the coming years. “This will significantly boost India’s petrochemical output, enhance value addition in the sector and strengthen the entire refining‑petrochemical chain,” he said.

The minister also highlighted how India is blending green and sustainable options with conventional fuels to meet future national energy demands in a comprehensive manner.

The ethanol‑blending programme is a key driver, with a target of 20 % ethanol in petrol. To back this, the government is widening the supply of diverse feedstocks, aiming to reduce crude oil imports while giving farmers higher income and building a more resilient rural economy.

To accelerate biofuel production, schemes such as the Pradhan Mantri Biofuel–Vatavaran Sanrakshan Fasal Avashesh Nivaran Yojana (PM‑G1) are in progress. These initiatives support advanced biofuels, affordable sustainable aviation fuel, and large‑scale promotion of compressed biogas (CBG). Infrastructure projects—like biomass‑harvesting machinery and Direct Pipeline Infrastructure (DPI)—are also being rolled out to improve logistics, storage and market connectivity.

The efforts are creating jobs and stimulating economic growth, particularly in rural and semi‑urban areas.

Another major shift is the National Green Hydrogen Mission, which aims to produce 5 million metric tonnes of green hydrogen per year by 2030. This milestone marks a significant step toward India’s energy independence and clean‑energy leadership.

Speaking on these developments, MP Rathore said that widespread adoption of clean fuels would sharply reduce emissions in high‑pollution sectors such as steel, cement, and transportation. He added that this shift is crucial for guiding India toward a low‑carbon future while meeting both national environmental commitments and global climate responsibilities.

He concluded that India’s move toward a diversified, secure and sustainable energy ecosystem will not only strengthen long‑term energy security but also open vast economic opportunities, especially for young people and emerging green‑tech entrepreneurs.
