UK's Capita fined $19 million for 2023 cyber breach

Capita, a UK government‑contracting group, has been hit with a hefty penalty of $19 million after a cyber breach that exposed the personal data of its staff and clients in 2023. The fine was imposed by the UK’s Office of the Director of Corporate Crime (ODCC), the body that oversees corporate penalties and investigations.

The breach began in March 2023 when hackers gained access to Capita’s internal network via a stolen employee credential. Because the company stored sensitive employee records, customer information and supplier details, the attackers were able to download a large amount of data. The company was notified in early June, but it took a month for the breach to be fully understood and reported to regulators.

Capita’s internal security team did not act quickly enough to stop the intrusion. Staff members with the wrong level of access could see a larger portion of data than they should have, which led to dozens of affected parties needing to be notified. The incident also triggered a wider review of the company’s data‑handling and cybersecurity practices.

Key points from the regulator’s investigation:

* Capita did not meet national security standards for safeguarding confidential data.
* The organization failed to conduct a risk assessment that could have flagged potential cyber threats.
* IT teams did not regularly update access controls and monitor network traffic.

“We found that Capita’s cyber‑security measures were severely lacking,” the ODCC said. “We are enforcing this fine to send a clear message that data protection is non‑negotiable.”

The fine is among the highest ever imposed on a private‑sector service provider in the UK for a data breach. Capita’s CEO said the company is committed to strengthening its security posture and will invest in staff training and new technology.
