A camera captured a grim scene at the corner of Centre City Parkway and Felicita Avenue in Escondido, California, when police fired warning shots and then opened fire on a man armed with a knife. The incident began around 12:10 p.m. on November 26, 2025, after frantic calls described an erratic individual brandishing a knife as drivers passed. Police identified the suspect as 54‑year‑old Juan Ramos, who walked north in the southbound lane, eventually reaching the intersection of 13th Avenue and Centre City Parkway.
Video footage shows the moments leading up to the shooting: officers gathered around Ramos, guns drawn, and demanded that he drop the weapon. Minutes later the officers fired. Despite being hit by several gunshot wounds, Ramos tried to stand and sprint away. The shots continued until he collapsed and could no longer keep moving.
A nearby passerby, quoted as saying, “It was like a movie, he was in the middle of the street before pulling out a knife,” watched the whole episode. The witness added, “All the police surrounded him and opened fire – I couldn’t believe what I was seeing. Every time he was shot, he would just keep getting back up before they started shooting again.”
Ramos was taken to a hospital, underwent surgery, and is expected to recover from his injuries. He faces misdemeanor charges for assaulting a peace officer with a deadly weapon. Deputies from the San Diego Police Homicide Unit were dispatched to the scene to probe why the squad members discharged their sidearms.
Lieutenant Chris Tivanian explained that the suspect ignored officers’ commands, ran toward a detective with the knife in hand, and that prompted all three officers to fire. The victim “fell to the ground, immediately got back up and ran toward the uniformed officers with the knife in his hand.” Officers fired a second volley after the suspect was again resisting. Tivanian noted that the man held onto the knife so officials could not approach to take him into custody or give him medical aid, and that he apparently made remarks suggesting he wanted the officers to shoot him.
The investigation will be completed by homicide detectives and subsequently reviewed by the San Diego County District Attorney’s Office to determine if any criminal liability exists for the officers’ actions. The Escondido Police Department will conduct an internal review of the officers’ use of firearms. Both the Federal Bureau of Investigation and the U.S. Attorney’s Office will also monitor the case.
