Bengal SIR: Distribution of nearly 3 crore enumeration forms yet to be done

Kolkata – Six days after the Election Commission of India (ECI) launched its first of three stages of the Special Intensive Revision (SIR) in West Bengal, officials say the roll‑up of enumeration forms is almost finished.
By 4 p.m. Sunday, nearly 4.90 crore voters had received the forms from the Chief Electoral Officer’s office. Bengal’s total electorate, recorded on October 27, 2025, stands at 7.66 crore. Sources inside the CEO’s office say the remaining 2.76 crore forms should arrive at voters’ doors in the next three to four days.
Compared with 11 other states and union territories that also began the SIR on November 4, Bengal is moving faster. An insider told reporters the quick pace also raises questions about whether every voter actually gets the paper at home or if some local officials, called Booth Level Officers (BLOs), are handing out the forms in bulk from a single spot.
In response, the ECI has already taken action. It sent show‑cause notices to eight BLOs – located in Cooch Behar, North 24 Parganas, and South 24 Parganas – who allegedly bypassed the required door‑to‑door distribution. The commission warned that handing forms to a third party—such as a relative or friend—would be a serious breach of conduct.
The ECI is also keeping a close eye on the work of Electoral Registration Officers (EROs) and Assistant EROs to ensure BLOs follow the guidelines. Moreover, the commission has filed FIRs against eight political party agents who allegedly interfered with the distribution by taking possession of forms from BLOs and handing them out themselves.
The ECI continues to stress that the enumeration process must be transparent and fair, with every voter receiving the form directly. The final stage of the Special Intensive Revision should complete the update of the electoral roll shortly, ensuring accurate voting lists for upcoming elections.
