
New Delhi, Nov 26 (LatestNewsX) – The Election Commission of India (ECI) announced on Thursday that Phase II of the Special Intensive Revision (SIR) 2025 of the electoral registers has made considerable progress. 99.43 % of Enumeration Forms (EFs) have already been dispersed across 12 states and Union Territories.
The Daily Bulletin reports that the country‑wide distribution of EFs is at 99.43 %, reflecting strong field mobilisation by Booth Level Officers (BLOs) and the active participation of Booth Level Agents (BLAs).
The current enumeration period, running from November 4 to December 4, has seen 50.68 crore EFs sent out, out of a total of 50.97 crore eligible electors.
Digitisation is picking up momentum as well, with 37.77 crore forms digitised to date, giving an overall rate of 74.10 %.
Goa and Lakshadweep have reached a perfect 100 % EF distribution. Andaman and Nicobar follow closely at 99.99 %, while Madhya Pradesh, West Bengal and Gujarat come in at 99.89 %, 99.83 % and 99.80 %, respectively.
Uttar Pradesh – the state with the largest electorate – has achieved a 99.72 % distribution, covering over 15.39 crore electors.
The lowest performers are Puducherry (97.83 %), Tamil Nadu (97.86 %) and Kerala (98.14 %).
In West Bengal, 7.65 crore electors—representing 99.83 % of the EFs—have been distributed, and 74.10 % of the forms have been digitised, according to an ECI statement.
Lakshadweep leads digitisation at 100 %, followed by Goa (92.69 %) and Rajasthan (89.56 %).
The slowest digitisation rates are seen in Uttar Pradesh (54.97 %) and Kerala (64.47 %).
The Commission has urged recognised political parties to appoint more Booth Level Agents to accelerate verification and digitisation.
It also noted that the figures for Rajasthan exclude the Anta Assembly constituency, where the revision was postponed because of a by‑election.
The agency will continue to issue scheduled bulletins as the revision process moves toward its December 4 deadline.
