Bhutan Prime Minister Tshering Tobgay made a strong case for UN Security Council reform during his speech at the 80th United Nations General Assembly in New York on Friday. He specifically called out India and Japan as nations that deserve permanent seats to better match today’s global realities.
Tobgay pushed for a more dynamic UN system to tackle big issues like the climate crisis, ongoing poverty, and deadly conflicts. “Bhutan stands firmly behind reforming the United Nations, including the Security Council, by expanding both permanent and non-permanent seats,” he said. This move, he argued, would make the council more representative and effective, echoing India’s long push for a permanent UNSC spot.
His support for India highlights the close ties between the two neighbors. It also comes at a time when momentum for UNSC reform is building. Just days earlier, at a BRICS foreign ministers’ meeting on the sidelines of UNGA 80—chaired by India’s External Affairs Minister S. Jaishankar—the group reaffirmed their backing for reforms outlined in the 2023 Johannesburg-II Declaration. They want a more democratic, efficient Security Council and explicitly endorsed Brazil and India’s bids for bigger roles in the UN, including permanent seats.
Tobgay didn’t hold back on the world’s tough challenges. He described a planet gripped by climate change, stubborn poverty, and wars that destroy lives and breed distrust between countries. To fight back, he rallied behind UN Secretary-General Antonio Guterres’ UN80 initiative, which aims to supercharge the UN’s ability to deliver on peace, sustainable development, and climate action. “We need renewed purpose to restore the UN’s moral authority and make it ready for our shared future,” Tobgay stressed, positioning Bhutan as a key player in this effort.
Looking ahead to the UN’s 100th anniversary, Tobgay painted an inspiring picture: a world where peace is everyday life, the climate stays stable, and every child—regardless of where they’re born—gets a real shot at thriving in our global community.
