India, Brazil discuss defence industry collaboration, capacity building initiatives

At the end of a busy day in Brasília on December 11, Admiral Dinesh K. Tripathi, who is the Chief of Naval Staff in India, sat down with Brazil’s top presidential adviser, Celso Amorim, and the country’s Defence Minister, Jose Mucio Monteiro. The three leaders talked about ways the two nations could work together in defence‑industry projects and joint capacity‑building programs, with the goal of strengthening both their security objectives and their long‑term interoperability.

In a post on X, the Indian Navy’s spokesperson summarized the meeting, saying:
“Adm Dinesh K Tripathi, CNS, during the ongoing official visit to Brazil, met Celso Amorim, Chief Advisor to the President of Brazil and Jose Mucio Monteiro, Minister of Defence of Brazil. The discussions provided a comprehensive review of the expanding India‑Brazil defence engagements, with focus on augmenting strategic cooperation, strengthening joint operational frameworks, enhancing training avenues, maritime security mechanisms and deepening coordination in Maritime Domain Awareness.”

The leaders also examined current regional and global trends, touching on matters such as the South Atlantic, the Indo‑Pacific, and the broader role of the Global South. Both sides emphasized their shared vision for a secure, stable, rules‑based order.

The statement added that these high‑level talks “reaffirmed the growing strategic convergence and the mutual commitment to elevate India–Brazil defence cooperation under the spirit of Bridges of Friendship.”

Earlier that week, Admiral Tripathi also met Admiral Marcos Sampaio Olsen, commander of the Brazilian Navy, to discuss furthering the deepening maritime ties between the two fleets. The two sides reviewed operational joint‑activities, training exchanges, hydrographic work, information sharing, and ways to improve maritime domain awareness.

Discussions also covered broadening collaboration across defence‑industry, technology development, innovation, best‑practice sharing, and capacity building. The exchange underscored both navies’ determination to strengthen strategic alignment, deepen their partnership, and support stability in the global maritime commons, especially within the Global South.

To bolster the India‑Brazil Strategic Partnership, Admiral Tripathi is in Brazil from December 9‑12 on an official visit intended to cement the growing maritime alliance between the two navies—a key pillar of the larger India‑Brazil partnership.

During the trip, the CNS will meet senior Brazilian leaders, including Admiral Renato Rodrigues de Aguiar Freire, head of the Joint Staff of the Brazilian Armed Forces. “These interactions will provide an opportunity to review ongoing bilateral maritime cooperation, enhance operational‑level linkages, and explore new avenues for collaboration between the two navies,” the Ministry of Defence explained.

The itinerary also features visits to Brazilian operational commands, naval bases, and shipyards. The talks will focus on common maritime priorities, interoperability, capacity building, and collaboration within multilateral forums related to South‑South cooperation.

According to the ministry, Admiral Tripathi’s visit reaffirms the Indian Navy’s commitment to deepening cooperation with the Brazilian Navy in maritime security, professional exchanges, and capacity building, thereby contributing to stability across the shared global maritime commons.
