SIM binding will only safeguard citizens’ interest, says COAI

New Delhi, Dec 10 – The Cellular Operators Association of India (COAI) took to the wire on Wednesday to clear up rumors that have been swirling since the government mandated SIM‑binding for app‑based communication services. The industry group stated that the move is purely intended to protect users.

COAI rejected the claim that SIM‑binding would annoy travelers, especially those abroad. “SIM‑binding is already a standard feature in widely used digital authentication systems such as UPI and payment applications, where the SIM only needs to be present and active in the device and does not require active mobile data,” the association reminded.

The same model can be rolled out for messaging apps without breaking the experience for overseas users; they can keep using Wi‑Fi or a foreign SIM while their Indian SIM stays in a secondary slot.

Addressing concerns that the new rule could make life harder for single‑SIM devices, COAI explained that it is a deliberate and necessary measure to thwart fraud and protect citizens from malfeasants, both inside and outside India. “This ensures that our communication channels are not exploited freely from outside India by fraudsters or non‑state actors, who pose a grave threat to national security and citizen safety,” the body said.

The association added that subscribers won’t lose access to messaging services; local regulations still apply in the destination country, while the Indian recipient will have the app tied to the Indian SIM for added security.

The COAI also highlighted the re‑authentication requirement – a six‑hour logout cycle – as a best‑practice approach similar to what high‑stakes services such as banking portals, DigiLocker, Aadhaar and VPNs employ, and described SIM‑binding as a layered defence against one of the most common points of exploitation in digital communication.

When it comes to privacy, COAI dismissed worries that the policy would mean larger data collection or new metadata categories. “SIM‑binding does not disrupt enterprise messaging, CRM systems, APIs or business workflows,” it clarified, “It operates purely at the user account level, ensuring that each account is tied to a verified SIM.”
