White House defends limited chip shipments to China, says US keeping ‘advanced tech at home’

Washington, Dec. 12 (LatestNewsX) – The White House said President Donald Trump chose to ship certain Nvidia AI chips to China, but only under tight restrictions, arguing that the administration is keeping a firm security net around the country’s most sophisticated technology.

Press Secretary Karoline Leavitt explained that Trump “put out his own statement on this” and that his public stance mirrors the private discussions he’s had. She added that Trump told Chinese President Xi Jinping that “Nvidia will only be shipping H200 products to approved customers in China… under conditions that will allow for continued strong national security.”

Leavitt also emphasized that the federal government still enforces a strict export‑control regime, ensuring the Blackwell chip and other cutting‑edge tech stay in the U.S. She noted that any Nvidia H100 chips sent to China “will only be sent… after undergoing a security inspection here in the United States.”

These remarks followed a wave of concerns from lawmakers and industry experts about whether releasing older‑generation AI hardware could accelerate China’s military AI ambitions. In response, the White House reiterated that national security is the top priority.

She spoke of a “combination of engagement with firm boundaries” in Trump’s approach, saying “what you see from the President on Truth Social is most of the time what you hear from the President behind closed doors.” Leavitt confirmed the President’s repeated assurances that essential strategic technologies, especially the new‑generation Blackwell architecture, will remain protected and not be offered to China.
