K’taka govt trying to ban RSS to please some selected persons: MP Minister

Madhya Pradesh’s higher‑education minister, Inder Singh Parmar, took to the floor on Friday to denounce the Congress‑led Karnataka government’s plan to restrict Rashtriya Swayamsevak Sangh (RSS) activities on government property. In his remarks, Parmar said the move was only a political stunt to gain favor with a small group of people.

Parmar pointed out that Congress has a history of trying to shut down the RSS. He recalled the party’s attempts to ban the organisation after Mahatma Gandhi’s assassination and again during Indira Gandhi’s Emergency, noting that the RSS survived both attempts. “Those bans did not stop the organisation,” Parmar told reporters. “The current proposal will fail for the same reason.”

He described the RSS as a social group that serves the nation and warned that keeping it off government programmes would be a mistake. According to the minister, the board’s plan to bar RSS “shakhas” and other gatherings from state buildings is unnecessary and divisive.

The Karnataka government is preparing a bill called the “Regulation of Use of Government Premises and Properties Bill – 2025.” The bill would curb the activities of organisations such as the RSS in government offices and buildings.

The controversy began when IT and BT Minister Priyank Kharge wrote to Chief Minister Siddaramaiah urging that RSS gathering removes from government premises. Kharge claimed that RSS “instils negative ideas in youth.” He also urged disciplinary action against government employees linked to the RSS, citing the Karnataka Civil Services (Conduct) Rules that prohibit staff from members of any organization linked with the RSS.

The letter from Kharge, released on October 13, highlighted that government employees must stay away from organisations tied to the RSS, a stance that has sparked debate across the state. Today, the Karnataka cabinet will review the new bill.
