New Delhi – October 6 – India and Canada are tightening their security partnership after Canada officially declared the Lawrence Bishnoi gang a terrorist organization. The move follows intelligence shared by India and signals that the Khalistan separatist network is now a recognized threat.
Canada’s decision comes as lawmakers in Ottawa push tighter controls on charities and firms that can funnel money to Khalistani militants. In a recent report, the Treasury Department grouped Khalistan terrorism with Hezbollah and Hamas, warning that extremist groups use charitable fronts to raise cash. The Canadian government says it will work with the United Nations and other allies to cut off these financial streams.
The Khalistan movement has long drawn support in the United Kingdom, where sizable Sikh communities have staged protests outside the Indian high commission and held rallies that sometimes turn violent. Although the UK’s religious and cultural institutions, such as a local Gurdwara, are allowed to display plaques with the name “Khalistan,” Canada’s crackdown could change that pattern.
Indian officials warn that as Canada seals off funding and surveillance, militants could shift their base to the UK. The United Kingdom, which hosts the world’s second‑largest Sikh diaspora after Canada, would become a tempting refuge. Indian intelligence agents say that most Sikhs reject the extremist agenda, but the network still has pockets of influence.
The UK’s response so far has been limited. Protest events in London have been stopped by police, but the authorities have not taken decisive action against Khalistani groups. If militants start coordinating attacks from the UK, it would raise serious national security concerns and may force the British government to act – just as India and Canada have already done.
An opportunity to shape that response comes on October 8‑9, when UK Prime Minister Keir Starmer will visit India for the first time as head of government. The talks are expected to cover trade, economics, and security, with the Khalistan threat likely at the top of the agenda. India says it will share all relevant intelligence and urges the UK to adopt Canada’s hard‑line stance.
In short, as India and Canada strengthen ties, the Khalistan movement’s next move could be deliberate, shifting from Canada to the UK. Both governments are preparing to respond aggressively to keep the movement from gaining a foothold in British soil.
