Afghanistan has made it plain that no foreign military forces will be allowed at Bagram airbase, Foreign Minister Mawlawi Amir Khan Muttaqi told reporters in New Delhi on Friday. “We have never accepted a foreign army in our country, and we never will,” Muttaqi said. He added that Afghanistan remains a sovereign state and foreign powers should engage through diplomacy, not through a military presence.
The minister highlighted security concerns, noting that the Taliban‑led Islamic Emirate has shown over the past four years that Afghan territory will not be used to threaten other states. He urged that foreign forces not be stationed in Afghanistan or its neighbours, a view echoed by a joint statement from India and other countries released after last week’s Moscow Format meeting.
India and Afghanistan have reportedly discussed upgrading the Indian mission in Kabul to a full embassy, a step that had been paused after the Taliban takeover in 2021. During the same meeting, Indian Foreign Minister Sarbjeet S. Singh handed over five ambulances to the Afghan Foreign Minister as part of an overall gift of 20 ambulances and additional medical equipment. Singh said the donation underscored India’s long‑standing support for the Afghan people.
Muttaqi visited New Delhi on Thursday for a week‑long trip, the first high‑level Afghan delegation to India since the Taliban seized power. He praised the warm welcome he received from the Indian government and expressed hope that balanced diplomatic efforts will encourage others to act in Afghanistan’s best interests.
