Big Changes in Coal Taxation: GST Council Scraps Compensation Cess, Boosts Rates
The GST Council has rolled out major updates to how coal gets taxed, scrapping the compensation cess entirely. This move aims to make things fairer for the coal sector, according to the Ministry of Coal.
Before this, coal faced a 5% GST plus a flat compensation cess of Rs 400 per tonne. Now, the council has ditched the cess and hiked the GST rate on coal to 18%. These GST changes in the coal sector are set to ease the tax burden, especially for lower-grade coal.
The ministry points out that these reforms cut the overall tax on coal grades G6 to G17 by Rs 13.40 to Rs 329.61 per tonne. For the power sector, the average drop sits at Rs 260 per tonne, which should lower electricity generation costs by 17 to 18 paise per kWh. That’s good news for keeping power bills in check.
One big win? The old flat cess hit low-quality, cheaper coal hardest, ignoring its actual price and grade. Take G-11 non-coking coal—the kind Coal India Limited produces the most of. It used to face a whopping 65.85% tax hit, while premium G2 coal only dealt with 35.64%. Not fair, right?
By removing the GST compensation cess, the tax burden now evens out to a uniform 39.81% across all coal types. Even with the GST rate jumping from 5% to 18%, the total tax on the end consumer drops thanks to ditching the cess.
These steps also fix an "inverted tax structure" in the coal industry, freeing up cash for producers, cutting distortions, and avoiding big accounting headaches. No more uneven playing fields.
