Bangladesh’s National Consensus Commission (NCC) is set to hand over its final set of recommendations to the interim government led by Muhammad Yunus on October 10. The plan is to have all political parties sign the July National Charter 2025 by October 16, the NCC said on Wednesday.
Vice‑Chair Ali Riaz spoke at the NCC’s fifth meeting, held at the Foreign Service Academy in Dhaka. He explained that the NCC will submit its last recommendations by the 10th, and the charter should be formally signed on the 15th and 16th. Riaz also urged the government to address the “notes of dissent” that many parties have raised.
“Every note of dissent matters,” Riaz said. “The issues raised by parties aren’t all the same; they reflect different positions and broader concerns. We need to make sure people understand those reservations before they vote in a referendum.”
About 30 political parties—including the Bangladesh Nationalist Party (BNP), the Islamist Jamaat‑e‑Islami, and the National Citizen Party (NCP)—are part of the talks. In July, the NCC launched a second phase of discussions with these parties to finalize the charter’s implementation plan amid growing political uncertainty in the country.
Some parties, such as Jamaat, NCP, and Islami Andolan, had objections to the draft charter. They argued that certain reform proposals should be embedded in a legal framework to guarantee quick implementation after elections. The second‑phase meeting aimed to address these concerns and finalize recommendations from various reform commissions.
The NCC remains the key body to coordinate between political parties and the interim government, hoping to secure a smooth passage of the July National Charter into Bangladesh’s political future.
