In New Delhi on December 3, the Election Commission’s chief, Gyanesh Kumar, arrived in Sweden a day before his first official duties as the incoming Chair of the International Institute for Democracy and Electoral Assistance (International IDEA). He met with the Committee on the Constitution at the Swedish Parliament to discuss a range of democratic issues.
On X, the Election Commission’s spokesperson posted, “CEC Gyanesh Kumar meets the Committee on the Constitution at the Swedish Parliament; holds discussions on various aspects of democracy.”
During the same visit, the CEC presented a plaque at International IDEA’s headquarters and conversed with Dr. Kevin Casas‑Zamora, the organisation’s Secretary‑General.
Kumar will formally assume his Chair position at the upcoming Council of Member States meeting in Stockholm. He will preside over all Council sessions throughout 2026.
International IDEA, founded in 1995, is a multilateral body focused on reinforcing democratic institutions and processes worldwide. The organisation currently has 35 member countries, with the United States and Japan acting as observers. Its mission centers on fostering inclusive, resilient, and accountable democracies.
The Election Commission highlighted that taking on the Chairship is a milestone, signalling global acknowledgement of India’s Election Commission as one of the most trustworthy and forward‑thinking Election Management Bodies in the world.
India, a founding member, has long played an active role in shaping the organisation’s governance, discourse, and initiatives.
As Chair, Kumar will draw on India’s unparalleled experience administering the world’s largest elections to steer IIDEA’s agenda. He intends to deepen knowledge exchange, strengthen professional networks among Election Management Bodies, and promote reforms grounded in empirical evidence.
India’s transparent electoral framework—supported by thorough documentation—provides a wealth of best practices that the CEC plans to share with EMBs worldwide during his tenure.
Since its inception, the International Institute for Election Management and Electoral Development (IIIDEM) has trained election officials globally. To date, IIIDEM has inked Memoranda of Understanding with 28 countries and trained 3,169 officials from nearly 142 nations.
Under Kumar’s leadership, IIDEA and the Election Commission will collaborate to capture and disseminate the Commission’s technological and administrative innovations, ensuring best practices reach an international audience.
