Kabul, Nov 12 – Pakistan’s democratic landscape is shifting. A new bill, the 27th Constitutional Amendment, is making headlines and raising alarms across the country and abroad. Analysts say the changes would tip the balance in favor of the military and could undermine the country’s fragile democracy.

What the amendment would change

  • Special courts and executive powers – The proposed law would create new constitutional courts and restore executive magistrate powers. Critics warn that this could weaken the judiciary’s independence.
  • Control over education and welfare – It would centralise key subjects such as education and population welfare, pulling more power from provincial governments into the federal fold.
  • Military command structure – A controversial part of the bill concerns Article 243, which could set up a new “Commander‑in‑Chief” position above the Chief of Army Staff, effectively giving the army a higher authority in the armed forces.

According to Khaama Press, Army Chief Asim Munir is gaining significant influence over Pakistan’s economy and politics. Supporters say the amendment will strengthen governance and national stability, while opponents argue it marks a slide away from parliamentary democracy and the 1973 federal system.

Voices of opposition

A newly‑formed alliance that includes former National Assembly Speaker Asad Qaiser and former Senator Mustafa Nawaz Khokhar has pledged to fight the changes. They say the bill erodes separation of powers and threatens democratic safeguards. Some cabinet members are also uneasy about the reforms.

Pakistan’s former Prime Minister Imran Khan has been in prison since 2023, with many of his party’s leaders and supporters detained or silenced. Civil society groups point to growing restrictions on free expression, political assembly, and media independence.

International reaction

Last month, US lawmakers introduced the Pakistan Freedom and Accountability Act (HR 5271), which would impose sanctions on individuals responsible for human‑rights abuses and anti‑democratic actions. The bill reflects growing worry that the 27th Amendment could lead to a new era of authoritarian rule in Pakistan.

The stakes

Experts warn that consolidating power under military influence could destabilise Pakistan’s political system and alter its role in the region. If passed, the amendment would change the relationship between the military, the judiciary, and elected officials, potentially marking the most profound shift in Pakistan’s constitutional history since the 1973 constitution.

As weeks pass, Pakistan faces a critical test: can it preserve civilian authority and democratic norms, or will it move deeper into a period of overt military dominance? The coming days will decide whether Pakistan’s democracy survives or surrenders to new authoritarian pressures.
