In Patna, Chief Election Commissioner Gyanesh Kumar made a clear statement about the role of the Aadhaar card in voter registration. He said the Supreme Court’s recent orders, along with the Aadhaar Act, state that an Aadhaar card cannot be used as proof of a person’s date of birth, residence, or citizenship.
The CEC explained that voters can choose to supply their Aadhaar number when they fill out the voter‑enumeration form, but they are not required to do so. The Representation of the People Act 1950 also confirms that providing an Aadhaar number is optional. If a voter does not submit Aadhaar, other documents may be needed to establish eligibility, in line with the court ruling.
Kumar noted that this guidance also applies to Aadhaar cards issued or downloaded after 2023. While the Election Commission still accepts Aadhaar numbers on the forms, they will not be treated as conclusive evidence of civil status.
Turning to Bihar’s upcoming elections, the CEC announced that the 243‑seat state Assembly will be up for re‑election before the current assembly’s term ends on November 22, 2025. The state has two seats reserved for scheduled tribes (ST) and 38 for scheduled castes (SC).
To ensure a smooth process, booth‑level officers received training in a new “Special Intensive Revision” (SIR) program, launched on June 24, 2025. The training covered voter‑list accuracy, ID‑verification procedures, and poll‑day logistics.
Kumar urged Biharis to treat voting like a festival of democracy, comparing the enthusiasm voters bring to the polls with the spirit seen during Chhath. He called on all eligible citizens to cast their ballots and help strengthen the state’s democratic process.
Election Commission officials have been touring the state for a two‑day review visit. The Commission remains ready to support voters and officials as the November election countdown begins.
