Lok Sabha Speaker Om Birla Calls for Better Debates and No More Deadlocks in Indian Legislatures
In a strong push for smoother parliamentary proceedings, Lok Sabha Speaker Om Birla urged all legislatures across India to set high standards for quality debates and discussions. Speaking at a key conference in Bengaluru, he highlighted the growing need to avoid planned disruptions that stall important work.
Birla shared these thoughts during the closing session of the 11th Commonwealth Parliamentary Association (CPA) India Region Conference, organized by the Karnataka Legislature from September 11 to 13, 2025. The event wrapped up with a speech from Karnataka Governor Thaawar Chand Gehlot, and leaders like the Chairman of the Karnataka Legislative Council and the Speaker of the Karnataka Legislative Assembly also weighed in.
As the President of the CPA India Region, Birla stressed that political differences shouldn’t lead to shutdowns. Instead, lawmakers must commit to keeping the House running smoothly through open talks among all parties. He even called on the media to spotlight factual and meaningful discussions by elected representatives, sparking healthy competition for better ideas.
Birla painted a bright picture of India’s democracy, calling its vibrant Constitution a global beacon. He pointed out how our ancient democratic traditions still shape modern legislatures. Tying this to Prime Minister Narendra Modi’s vision of a developed India (Viksit Bharat) by 2047, he asked presiding officers in state assemblies to drive positive, people-focused debates. He pushed for longer sessions and more sittings to tackle real issues effectively.
The conference adopted four key resolutions to boost legislative efficiency. These include ending deadlocks and disruptions, strengthening research wings in state bodies, ramping up digital tech use in parliaments, and boosting youth and women’s involvement in democracy.
Birla noted how science and technology have widened the scope of Parliament and state legislatures. Hot topics now range from cybersecurity and artificial intelligence to climate change, digital rights, and constitutional reforms. To handle these, he suggested more committee work, expert consultations, and input from local leaders.
He also made a heartfelt appeal for inclusivity, urging more leadership roles for youth, women, and marginalized groups. This way, every voice in society gets heard, making discussions truly representative.
For Birla, legislatures should be platforms for people’s voices, not battlegrounds for politics. He emphasized fairness, patience, and rule-following to uphold the House’s dignity. Every member must get a fair chance to speak, with constitutional values guiding decisions over personal views.
The conference theme nailed it: "Dialogue and Discussion in Legislative Institutions: A Foundation of Public Trust and a Means to Fulfill Public Aspirations." Over 45 presiding officers from 26 states and union territories joined, including 22 Assembly Speakers, 16 Deputy Speakers, 4 Chairpersons, and 3 Deputy Chairpersons.
Birla’s message is clear—stronger, disruption-free legislatures can build the trust and progress India needs.
