The 2025 Bihar Assembly elections have dealt Congress a tough blow. In a state of 116 seats, the party won only four seats and captured less than 2 % of the contest’s leading positions. The result comes after a high‑energy campaign by Rahul Gandhi that focused on his “Vote Chori” (vote theft) allegations against the Election Commission.
Rahul Gandhi toured the state, holding press conferences and social media rallies to accuse the Central government of allowing voter theft and data tampering. He even claimed proof of a “Brazilian model” appearing on ballots under different names. Despite these efforts, the “Vote Chori” message failed to resonate with voters, and the Congress-led RJD‑INC alliance—known as the Mahagathbandhan in Bihar—was unable to stack up against a resounding National Democratic Alliance (NDA) victory. The NDA secured a record number of seats in the 2025 election, leaving Congress as a minor partner in a much‑weaker position than before.
Congress’s poor performance is part of a long‑term decline in Bihar. The party once dominated the state’s politics, winning a clear majority in 1985 and remaining a major force through the 1990s. After the 2000 bifurcation that created Jharkhand, the party’s influence shrank drastically, and regional parties such as the Janata Dal (United) and the Rashtriya Janata Dal (RJD) rose to prominence. In the 2020 assembly elections, Congress won 27 seats—just a 38 % conversion rate—and its showing in 2025 fell even further.
While Congress hopes to regain ground with anti‑incumbency tactics and a youthful “Gen Z” focus, the Bihar results suggest that its appeal to voters is weak. The four seats won by the party, spread over 61 contested seats, show an isolated rather than a credible resurgence.
In summary, the 2025 Bihar Assembly election marks one of the slowest and steepest declines for Congress in the state. Its “Vote Chori” campaign could not offset a strong NDA wave, leaving Congress to regroup as a junior partner in Bihar’s shifting political landscape.
