India’s government has launched a new guidebook to map out thousands of HSN codes, making it easier for businesses to thrive under the Make in India initiative. Sanjiv Singh, Joint Secretary at the Department for Promotion of Industry and Internal Trade (DPIIT), shared this update, highlighting how it connects 12,167 Harmonised System of Nomenclature (HSN) codes to the right ministries and departments.
Speaking exclusively to , Singh explained, “To ensure the mapping of 12,167 HSN codes with the concerned ministries, we’ve released this guidebook. It will greatly benefit the Make in India push, helping the entire ecosystem grow.”
The guidebook rolled out on September 21 in New Delhi, when Union Minister of Commerce and Industry Piyush Goyal unveiled it during an event marking 10 years of Make in India and discussions on next-gen reforms. This tool assigns those 12,167 HSN codes to 31 Indian government ministries and departments. It pushes for a data-driven strategy to boost manufacturing development, attract investments, and smooth out trade facilitation.
Goyal stressed its importance, calling it a key step to build stronger domestic production and drive growth in various sectors. The guidebook also aids smarter trade agreement talks by aligning them with India’s economic goals and strengths in key areas.
Plus, it simplifies things for businesses by pinpointing the right ministry or department for specific HSN codes. This cuts down on red tape, boosts the ease of doing business, and creates a tougher, more competitive manufacturing ecosystem in India.
The idea behind this guidebook came from ongoing headaches in trade negotiations, efforts to replace imports with local products, and fixing industry complaints—all because no clear HSN code mapping existed before. Without it, unmapped codes often got lumped into vague “residual products” categories due to unclear ownership.
To fix that, DPIIT took a thorough approach. They analyzed the full value chain and real-world uses for each of the 12,167 HSN codes, pulling data from the Central Board of Indirect Taxes and Customs (CBIC) tariff manual. This proactive move tackles those challenges head-on and sets the stage for a more efficient Indian manufacturing sector.
