India’s Union Education Ministry has handed over a key role to the National Council of Educational Research and Training (NCERT). Now, NCERT will decide if secondary school certificates from Class 10 and Senior Secondary certificates from Class 12 count as equivalent across different school boards. An official shared this update on Friday.
This move aims to make things easier for students seeking admission to higher education institutions or jobs in the Central government, state governments, and Union Territories. Students with these equivalent certificates from various boards will face fewer hurdles when switching between systems.
The new rule comes from a notification dated September 6. It replaces an older one from November 15, 2021, which had given this job to the Association of Indian Universities (AIU). With NCERT in charge, the equivalence will apply nationwide. This creates equal standing—or inter-se parity—between all school boards in India, helping students move smoothly between boards without extra complications.
NCERT will handle this through its National Assessment Centre, called PARAKH (Performance Assessment, Review and Analysis of Knowledge for Holistic Development). PARAKH was set up under the National Education Policy 2020 to support fair and standardized assessments.
The system covers Central government boards, state government boards, and even private ones established by laws from Parliament or state legislatures, government orders, or recognized statutory bodies. By recognizing certificates as equivalent at the all-India level, NCERT ensures students can chase higher education admissions or employment opportunities without board-related barriers. This should boost mobility for young learners across the country.
