Haryana bureaucrat suicide case: Wife refuses to cremate husband till FIR registration, meets CM Saini

Chandigarh, Oct 9 – A grieving widow has written an urgent letter to the Chief Minister of Haryana, demanding that police register an FIR against officials named in her husband’s suicide note. The widow, Amneet P. Kumar, is the wife of former Inspector General of Police Y. Puran Kumar, who was found dead with a gunshot wound at his Chandigarh home on Tuesday.

In her letter, Amneet called the delay in filing an FIR a “grave injustice” and accused the Chandigarh Police of inaction even after 48 hours of her husband’s death. She says the family will not allow a post‑mortem or perform last rites until an FIR is lodged against the officials listed in the nine‑page suicide note.

The officer’s body remains in the mortuary of the Government Medical Superspecialty Hospital in Sector‑16. The medical board will conduct an autopsy only once the family gives the necessary paperwork.

Amneet’s letter names state police leaders – Director General of Police Shatrujeet Singh Kapur and Rohtak Superintendent of Police Narendra Bijarnia – and accuses them of “abetment of suicide.” She is seeking an FIR under Section 108 of the IPC (abetment of suicide) and under provisions of the Scheduled Castes and Scheduled Tribes Prevention of Atrocities Act, 1989. She also wants the suicide note, titled “Final Note,” treated as a dying declaration, a status that requires immediate legal action.

The note, according to Amneet, clearly names senior Haryana officials who allegedly harassed, humiliated and mentally tortured her husband. “Despite this clear evidence, no FIR has been filed,” she wrote. “This note is a dying declaration and must be treated as crucial evidence.”

The death of an IPS officer who had received the President’s Medal for Meritorious Service has shocked police and administrative circles. Kumar had previously been transferred to the Police Training College in Sunaria, Rohtak, after a bribery case involving a liquor contractor. The contractor had alleged that Kumar’s aide had sought a Rs 2.5 lakh bribe on his behalf. The Rohtak Police had filed an FIR based on that complaint.

Kumar was found dead at his residence in the basement, and police say he used his service revolver. “His last wish was to bring justice and proper procedures to the promotion policies of the police,” the widow told the Chief Minister. She had previously written to the Chief Minister questioning promotions that she believed were granted illegally, overriding Union Home Ministry guidelines.

Amneet’s plea is an urgent call for accountability and swift action from Haryana’s law‑enforcement officials, and she holds that the police must treat her husband’s note as a legally binding dying declaration.
