Chandigarh – The Haryana Human Rights Commission has opened a fresh inquiry after a shocking report surfaced about the deaths of two hotel workers who entered a septic tank in Hisar district.
The incident, which took place in Hansi town, involved Somveer and Virender, staff hired at a local hotel. According to the media story, both men were ordered to go into a sealed septic tank after a sewer motor broke down – and they did so without any protective gear or oxygen cylinders. Within moments, Somveer became unconscious. Virender tried to pull him out, but he too lost consciousness. Both men died, and investigators suspect poisonous gases inside the tank were the cause.
Families of the workers have slammed the hotel management, saying the job was forced on them and that safety protocols were ignored. “It’s a grave neglect of basic worker safety,” a family spokesperson said.
The Commission’s full bench—Chairperson Justice (retd) Lalit Batra, and members Kuldip Jain and Deep Bhatia—remarked that Article 21 of India’s Constitution guarantees not just life but a safe, healthy workplace. “Employers and government bodies must shield workers from life‑threatening hazards,” the bench said. The bench also cited a Supreme Court ruling that links health and medical care to fundamental rights, reinforcing that workers deserve dignity and safety.
Key points in the Commission’s findings:
* No oxygen supply, gas testing or personal protective equipment was provided.
* No trained rescue teams or mechanical cleaning systems were in place.
* The hotel’s failure to meet safety standards breached the workers’ rights to life, health, and dignity.
The Commission has now asked the Deputy Commissioner for a detailed report on relief, compensation, and rehabilitation for the families within six weeks. The Superintendent of Police must also submit a status update on the FIR, charges filed, and ongoing investigations by the same deadline.
The next hearing on the case is set for December 17. The outcome will likely set a precedent for how human rights and workplace safety are enforced in Haryana and beyond.
