Initiate judicial inquiry, provide compensation to family: CPI’s K Narayana on IPS officer’s suicide

In Vijayawada, Andhra Pradesh on October 10, the Communist Party of India (CPI) called for a full investigation into the death of IPS officer Y Puran Kumar, who took his own life in Haryana last month. CPI’s Central Control Commission leader, Dr K Narayana, asked the central and Haryana governments to launch a judicial inquiry and to give adequate compensation to the officer’s family.

Dr Narayana said the officer’s suicide was the result of “sustained mental and professional harassment” by senior police officials, including Haryana’s Director General of Police, DGP Shatrujit Kumar. He also urged the government to invoke the Rohith Vemula Act, a law meant to stop institutional discrimination and harassment, against those responsible. “The case highlights the toxic hierarchy and misuse of power in the police system,” he said.

Meanwhile, the Chandigarh Police filed a First Information Report (FIR) against DGP Shatrujeet Singh Kapur and Rohtak Superintendent of Police, Narendra Bijarniya. The complaint came from IAS officer Amneet Puran Kumar, the wife of the late IPS officer. She claims the couple’s son, Y Puran Kumar, was found dead at his Chandigarh home on October 7, and that caste‑based harassment and abuse led to his death. The FIR cites sections 108 and 3(5) of the Bharatiya Nyaya Sanhita (2023) and section 3(1)(r) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, alleging abetment to suicide and caste‑based harassment.

The incident has sparked concern across India. The CPI’s call for a judicial inquiry highlights a growing demand for accountability in police departments. If the Rajasthan Government follows through, it could set a precedent for handling similar complaints elsewhere. The focus will now be on whether the central and Haryana governments will open a transparent probe and provide compensation to Y Puran Kumar’s family. The outcome could have a lasting impact on how police misconduct, especially involving caste discrimination, is addressed nationwide.
