Lok Sabha Speaker emphasises economic empowerment of women as key pillar in roadmap to Viksit Bharat

Lok Sabha Speaker Om Birla wrapped up the first national conference on women empowerment in Tirupati, Andhra Pradesh, by stressing how sustainable economic models can truly boost women’s power. The event ended with the adoption of the Tirupati Resolution, a key step forward for women’s rights in India.

Speaking at the closing session, Birla made it clear: women empowerment isn’t just a social goal—it’s an economic must. “By focusing on women’s health, education, skills, and entrepreneurship, India can tap into a huge pool of talent and create a strong development model,” he said. He pointed out that women’s leadership is crucial for India’s vision of becoming a Viksit Bharat by 2047.

Birla shared how such conferences bring together lawmakers from the center and states to exchange ideas and experiences. Andhra Pradesh Governor S Abdul Nazeer also gave the valedictory address.

The timing couldn’t be better—it fell on the International Day of Democracy. Birla called India the “Mother of Democracy,” where equality, dialogue, and participation run deep in our culture. “Democracy here isn’t just politics; it’s our way of life,” he added.

He urged viewing women empowerment as the backbone of national growth, not just welfare. Birla praised historical figures like Savitribai Phule, who fought for women’s education, and highlighted inspiring stories from Maharashtra villages where schools teach elderly women to read and write. “These efforts still guide our policies today,” he noted.

Spotlighting success stories of women from rural and underprivileged areas, Birla said their wins in education, business, and leadership prove that giving opportunities leads to real change. He called for spreading these chances to everyone, so women become equal partners in India’s progress.

A big focus was Gender Responsive Budgeting. Birla explained it’s more than money—it’s a way to weave women’s needs into the heart of national plans. “Budgets should promote social justice, giving women equal access to healthcare, education, skills, and jobs,” he said. This means using a “gender lens” for all spending, so women’s issues stay front and center.

He pushed for Gender Budget Cells in ministries and state departments, bigger funds for women’s health, education, skills, entrepreneurship, and credit access. Tracking progress with gender-specific data will turn budgets into tools for fairness and growth.

Birla also tackled tech challenges. In the digital age, women can’t be left out. He stressed bridging the digital divide, boosting cyber safety, and rolling out digital literacy programs to make women tech creators, not just users. “Let’s launch special missions for women’s digital skills, like past adult literacy drives,” he suggested.

The conference ended strong with the Tirupati Resolution, adopted unanimously. It outlines a clear path: apply gender perspectives in all government areas, boost funding for health, education, skills, and business; set up strong gender budgeting; build technical skills at national and state levels; close the digital gap; encourage women in STEM; ensure online safety; and expand digital training.

The resolution reaffirms women-led development as key to India’s future, focusing on education, health, safety, dignity, and self-reliance to achieve Viksit Bharat by 2047.
