New Delhi – The National Human Rights Commission (NHRC) has called on every state and union territory to investigate how municipal authorities are treating roadside vendors during the Diwali celebrations.
NHRC member Priyank Kanoongo led a bench that heard complaints from a wide range of local traders. Pottery sellers, sweet vendors (halwāies), “malies” (small food stalls), vegetable hawkers, rangoli colour dealers and other foot‑path traders say they are being hit with tickets, penalties and even evictions. Officials claim the traders block fire brigade and ambulance access, but many vendors say the real problem is an alleged cooperation between city officials and private shop owners to extort money from them.
The NHRC says these actions look like human‑rights violations. It has sent notices to chief secretaries of all states and union territories, requesting a full inquiry. The commission also told district magistrates and municipal bodies to stop harassing local pottery sellers, hawkers, Kumhars, malies, halwāies, vegetable sellers and rangoli colour dealers. It warned that such practices run counter to India’s “Vocal for Local” initiative.
If a vendor must be moved because of genuine emergency needs, the NHRC demands that the authorities provide a good alternative space that’s safe and equipped with necessary measures. The commission made it clear that no fines, seizure of goods or harsh actions should take place against these sellers during the Diwali season. The order applies only for the festival period and is not a blanket exemption for the rest of the year.
Finally, the NHRC has asked all states and union territories to submit Action‑Taken Reports (ATRs) within two weeks, showing what they have done to address the complaints. The commission is watching closely to protect the rights of people who depend on small roadside stalls for their livelihood during India’s biggest festive season.
