Odisha’s cabinet just greenlit some big plans to boost the state’s growth, and the star of the show is the exciting “New City Development Scheme” in Bhubaneswar. This move promises a fresh, modern urban hub that fits right into the Bhubaneswar Development Plan Area (BDPA), making life better for everyone.
Chief Minister Mohan Charan Majhi led the cabinet meeting at Lok Seva Bhawan in Bhubaneswar on Wednesday, where they approved five key proposals. The New City project covers around 800 acres in the Gothapatna, Malipada, and Daspur areas. It’s designed as a vibrant multi-economic growth zone, tying in perfectly with Odisha’s vision for “Vikshit Odisha 2036” – a developed and thriving state by 2036.
Picture this: a city that tackles “Housing for All” with affordable homes for low-income families, middle-class buyers, and everyone in between. It won’t stop there – expect top-notch infrastructure like MICE facilities for meetings, conferences, and events; plug-and-play innovation hubs for startups; data centers; lush central forest parks; grand gateway plazas; and plenty of open spaces for community fun and gatherings.
The Bhubaneswar Development Authority (BDA) takes the lead as the nodal agency, handling everything from planning to rollout. Things are already moving – back in January, BDA inked an MoU with a private firm, right in front of Singapore’s President and Odisha’s Chief Minister. That firm will help craft the master plan and guide urban infrastructure for this greenfield township.
To make it all happen, BDA eyes a whopping Rs 8,179 crore investment over 15 years, blending government funds and private cash. For starters, the state budget sets aside Rs 1,342 crore for the first five years (2025-26 to 2029-30). This money will go towards grabbing land, building roads, setting up core utilities, adding public amenities, and covering admin needs.
That’s not all – the cabinet also approved tweaks to the Odisha Panchayat Samiti Accounting Procedure Rules, 2002. These changes speed up grassroots development by giving local officers more financial power for quick technical sanctions and approvals. It’s a smart step to get projects done faster at the village level, helping Odisha grow from the ground up.
