The Supreme Court Collegium, headed by Chief Justice of India B.R. Gavai, has recommended fresh appointments to strengthen the Himachal Pradesh High Court and Karnataka High Court. This move aims to fill key judicial positions and ensure smooth functioning of these courts.
In a recent meeting on September 15, 2024, the Collegium greenlit the elevation of three experienced judicial officers to the Karnataka High Court. They are Geetha Kadaba Bharatharaja Setty, Muralidhara Pai Borkatte, and Tyagaraja Narayan Inavally. These recommendations highlight the court’s push to bolster its bench with skilled professionals.
The Collegium also endorsed two advocates for the Himachal Pradesh High Court: Jiya Lal Bhardwaj and Romesh Verma. A statement on the Supreme Court website confirmed, “The Supreme Court Collegium, in its meeting held on 15th September, 2024, has approved the proposal for appointment of the following Advocates as Judges of the High Court of Himachal Pradesh: (i) Shri Jiya Lal Bhardwaj, and (ii) Shri Romesh Verma.”
This process follows the established Memorandum of Procedure (MoP) for appointing High Court judges in India. It starts with the Chief Justice of the respective High Court initiating the proposal. If the state Chief Minister suggests names, they go through the Chief Justice first. The Governor then sends everything to the Union Law Minister within six weeks.
The central government reviews the proposal with background checks before forwarding it to the Chief Justice of India (CJI). The CJI consults two senior-most Supreme Court judges and finalizes the recommendation within four weeks, sending it back to the Law Ministry.
Once the President signs the warrant of appointment, the Department of Justice notifies the Chief Justice and the state Chief Minister. The appointment gets published in the Gazette of India, making it official.
