SIR Phase II: 91 pc enumeration forms distributed across 12 states/UTs

Election officials in India have rolled out more than 46 million voter‑registration forms this month, bringing the country closer to a clean and accurate electoral roll for the upcoming elections. The distribution is part of Phase II of the Special Intensive Revision (SIR), which runs from November 4 to December 4 and aims to update India’s voter list ahead of the national polls.

How many forms have been handed out?

The Election Commission of India (ECI) printed 50.97 million enumeration forms—just shy of 99.95 % of the total needed. As of November 12, the commission reported that 46.5 million of those forms, or 91.20 %, were already in the hands of voters across 12 states and union territories.

State‑by‑state progress

  • Goa and Lakshadweep: 100 % of forms distributed.
  • Andaman & Nicobar: 96.86 % coverage.
  • Puducherry: 93.63 % completed.
  • Gujarat: 97.38 % of forms handed out.
  • Tamil Nadu: 87.66 % coverage with 5.62 million forms.
  • Chhattisgarh: 88.18 % coverage.
  • Uttar Pradesh: 89.01 % coverage with 13.74 million forms.
  • Madhya Pradesh & Rajasthan: 93.3 % and 95.11 % respectively.
  • West Bengal: 96.66 % coverage, over 7.4 million forms delivered.

These numbers show how the ECI’s on‑ground teams are working hard to reach every voter, especially in large states like Uttar Pradesh and the densely populated regions of Tamil Nadu and West Bengal.

The human machine behind the numbers

More than 533,000 Booth Level Officers (BLOs) and 1.041 million Booth Level Agents (BLAs) have been deployed. Political parties were also asked to add extra BLAs to strengthen field verification and improve the accuracy of the roll.

The ECI’s daily bulletin continues to track progress, and earlier this week the commission shared that 42.18 million forms had been distributed as of November 13—showing a steady pace toward full coverage.

With more than 99 % of the required forms printed and almost all delivered, India’s election commission is putting the final touches on a transparent, up‑to‑date voter registry in time for the national elections.
