Tamil Nadu signs MoUs for Rs 30,000 crore ship-building projects

Tamil Nadu just made a huge move in its maritime industry. On Saturday in Chennai, the state signed two massive memoranda of understanding (MoUs) to build world-class commercial shipyards. These deals from top players Cochin Shipyard Limited (CSL) and Mazagon Dock Shipbuilders Limited (MDL) will pour in a combined Rs 30,000 crore, or about $3.6 billion, to kickstart the projects.

This isn’t just about big investments—it’s set to create around 55,000 jobs and turn Tamil Nadu into a global hotspot for shipbuilding and maritime innovation. Industries Minister T.R.B. Rajaa shared the excitement at the Transforming Maritime Sector event, where the agreements were inked. “These two ultra mega projects mark Tamil Nadu’s emergence as a global hub for shipbuilding and maritime innovation,” Rajaa said. “They unlock unprecedented opportunities for economic growth, job creation, and sustainability in the sector.”

CSL plans to invest Rs 15,000 crore in a new greenfield shipyard, creating more than 10,000 jobs in the first phase alone—4,000 direct roles and 6,000 indirect ones. MDL matches that investment and expects to generate over 45,000 jobs, including 5,000 direct positions and 40,000 indirect opportunities.

The push builds on earlier promises from Chief Minister M.K. Stalin. Back in the TN Rising – Thoothukudi Conclave, he announced plans for a dedicated company to boost shipbuilding. Just this month, the State Industries Promotion Corporation of Tamil Nadu (SIPCOT) and V.O.C. Port in Thoothukudi teamed up on another MoU to form a special purpose vehicle for these initiatives.

All this leads up to the Tamil Nadu Maritime Transport Manufacturing Policy 2025, which will guide the sector’s growth. Officials say the new shipyards will supercharge India’s maritime infrastructure and put Tamil Nadu at the cutting edge of global shipbuilding tech. They’ll draw in related industries, boost the coastal economy, and open doors for small and medium enterprises through a wave of new opportunities.

With these steps, Tamil Nadu is positioning itself as a leader in maritime trade, logistics, and advanced shipbuilding—signaling a fresh chapter of industrial boom for the state.
