### Procurement rules get a modern twist
The state has updated its 2025 Procurement Rules to allow insurance security bonds as a valid bid‑security option—alongside the old bank guarantees and fixed‑deposit receipts. The change follows instructions from the central government and is expected to make it easier for small and medium enterprises to bid on state contracts. Dhami said the new rule will cut compliance costs and boost local businesses.
The Cabinet also announced that AI‑powered verification tools will be added to the e‑procurement platform. The technology will verify documents in real time to stop fraud and speed up approvals.
### New driver post and prison IT upgrade
In finance news, the Minister of Finance cleared an additional outsourced driver position for the Uttarakhand Budget, Fiscal Planning and Resources Directorate. The move is meant to meet growing operational needs across state departments.
A bigger improvement comes for the prison system. The cabinet approved a new Information Technology (IT) wing for the Uttarakhand Prison Administration and Correctional Services Department. Two assistant computer operators and two programmers will be hired to build digital inmate records, set up court‑video links and develop AI‑based monitoring tools. The new wing will deliver instant data on inmate rehabilitation, health and security, modernizing state corrections.
### Celebrating 25 years of statehood
Govt officials praised parliamentarians, civil‑service staff, journalists and ordinary citizens for helping organize the Uttarakhand Foundation Day Silver Jubilee celebrations. The milestone event marked 25 years since the state was formed.
### Fresh grant money for horticulture and honey
Finance ministers approved a release of Rs 29.40 lakh in pending central grants—40 percent of the total—from the Centrally Sponsored Horticulture Mission for 2021‑22 and 2022‑23. The amount, owed to supplier firms, will come out of the 2025‑26 budget of the Madhugram Yojana. The funds will support honey production programmes and other rural livelihood projects.
### Legislative assembly session ends
Finally, the cabinet decided to prolong the Special Session of the Fifth Legislative Assembly that was convened in 2025, ending its short sitting. The move will allow lawmakers more time to review pending bills before the next session.
