Israel’s Foreign Ministry dropped a bombshell on Monday, revealing Hamas documents found in Gaza that tie the terror group directly to the planning and funding of the ‘Sumud’ flotilla heading toward the blockaded Gaza Strip.
This Global Sumud Flotilla brings together around 50 civilian boats and activists from more than 40 countries. Their goal? To push back against Israel’s naval blockade of Gaza, in place since 2007, and deliver much-needed food and medical aid to Palestinians.
The ministry shared portions of these newly uncovered documents, complete with English translations and photos showing flotilla organizers rubbing shoulders with top Hamas figures.
In a statement, the Foreign Ministry explained: “These Hamas papers, discovered in Gaza and revealed here for the first time, prove a clear connection between the flotilla’s leaders and the Hamas terror organization. While Hamas runs things inside Gaza, its overseas arm focuses on external operations—especially through the Palestinian Conference for Palestinians Abroad (PCPA), a key part of the group.”
The PCPA started in 2018 and basically acts like Hamas’ unofficial embassies around the world. It hides behind a civilian facade but rallies anti-Israel actions on Hamas’ behalf, from violent protests and marches to provocative flotillas like this one.
One key document is a 2021 letter signed by Ismail Haniyeh, head of Hamas’ political bureau. In it, he openly backs the PCPA and calls for unity. Israel labeled the PCPA a terrorist outfit that same year because of its close ties to Hamas.
Another document lists PCPA members, including some big-name Hamas players. Standouts include Zaher Birawi, who heads the PCPA’s Hamas operations in the UK (listed as number 19). He’s been a driving force behind Gaza-bound protest flotillas for the past 15 years. Then there’s Saif Abu Kashk (number 25), a PCPA activist in Spain.
The ministry points out that this list came from a Hamas site in Gaza, hammering home the link between flotilla organizers and the group. On top of his PCPA role, Abu Kashk runs Cyber Neptune, a Spanish company that’s a front for owning dozens of the boats in the Sumud flotilla. That means Hamas secretly controls these vessels, according to the documents.
