New Delhi, Oct 10 – The Ministry of External Affairs (MEA) announced that it will bring a new law to Parliament. The bill, called the Overseas Mobility (Facilitation and Welfare) Bill 2025, aims to replace India’s 1983 Emigration Act and to set up a safer, more structured system for Indians who work abroad.
The proposed law would create a framework that encourages policies and programs to protect and support emigrants. It plans to set up an Overseas Mobility and Welfare Council to coordinate action between ministries. The MEA said the bill balances the need to send workers overseas with the need to safeguard vulnerable groups. It would let the government monitor and enforce international migration agreements and use data‑driven research to shape labour policies.
In a recent report to the Lok Sabha, the Parliamentary Committee on External Affairs said the MEA “seriously considers” a new act that replaces the outdated Emigration Act of 1983. The committee also noted India’s growing global influence in economics, science, and technology, and highlighted the country’s increased diplomatic outreach.
The Narendra Modi government has worked over the past decade to build partnerships with friendly countries and to promote India’s interests on the world stage. The new bill is part of that effort to make overseas work safer and more beneficial for Indian citizens.
