Pakistan uses disinformation strategy to manipulate domestic and global opinion: Report

Islamabad, Nov 12—A new study released on Wednesday suggests Pakistan’s long‑running disinformation campaign is part of a broader strategy to shape public opinion and advance its geopolitical goals. The report underscores how state‑backed messaging spreads through Pakistani media, social networks and proxy groups to influence both domestic and international audiences.

The analysis claims that these manipulative tactics run the risk of worsening regional tensions. By sowing mistrust among neighbours, they complicate diplomatic talks and slow progress toward peace and cooperation across South Asia.

One example the report highlights is the controversy surrounding The Frontier Post. According to researchers, Pakistani officials and intelligence agencies repeatedly use fake or distorted stories to deflect criticism. The state‑run media were accused of amplifying hostile narratives, especially against India, while also targeting countries like Russia, Saudi Arabia, the UAE and the United States.

The Frontier Post case also involved fake posts that blamed Russia for a diplomatic row. Analysts say the story was planted on fringe websites and boosted by bots, aiming to create discord and shift local criticism toward foreign powers. This approach lets Islamabad justify its own actions and quiet critics at home.

Another incident the report cites is the Makkah guard drama in Saudi Arabia. Pakistani social media users spread exaggerated claims that guards mistreated pilgrims at the Grand Mosque. Even after Saudi officials set the record straight, the story went viral, inflaming sectarian sentiment among Muslim audiences worldwide and diverting attention from domestic politics.

The researchers argue that Pakistan balances two key objectives with its disinformation. Domestically, it seeks to shape public opinion, suppress dissent, and tilt political competition in its favour. Internationally, it tries to control how the world views its policies—including allegations of cross‑border terrorism and regional violence.

The study stresses that narrative control has become a core element of Pakistan’s foreign and domestic policy. By manipulating information, the state hopes to influence other governments, protect its interests, and maintain a tight grip over the country’s political narrative.
