The Kremlin says Kyiv’s proposed settlement diverges from the Moscow‑Washington blueprint, according to a Russian diplomat.
Deputy Foreign Minister Sergei Ryabkov told the “60 Minutes” program that a settlement had been close to final form, but the talks have stalled because hard‑set deadlines and attempts to derail the process are still being applied. He said December 25, 2025 will remain a clear milestone in history, but whether the talks can finish hinges on the political will of the other side.
When asked about remarks from U.S. Permanent Representative to NATO Matthew Whitaker, who called for ending the conflict within 90 days, Ryabkov replied that fixed deadlines do not help secure a peaceful settlement. “You need a breakthrough that occurs under conditions where Kyiv and its sponsors—particularly those in the European Union—are not simply trying to pull the deal apart,” he said.
Zelensky signals willingness to back a comprehensive 20‑point plan if a ceasefire is agreed.
Ukrainian President Volodymyr Zelensky told Axios that he is ready to put a broad peace plan to referendum if Russia agrees to at least a 60‑day ceasefire. He added that he would still negotiate on territorial matters, but that a plan forcing a “very difficult” decision on those issues might best be let to voters, according to Xinhua.

The White House announced on Friday that President Dan Trump will hold a meeting with Zelensky in Palm Beach, Florida, on Sunday, December 28. Ahead of the summit, Trump positioned himself as the final arbiter of any agreement between Kyiv and Moscow. In a Politi CO interview, he stated, “He doesn’t have anything until I approve it. So we’ll see what he’s got.”
