U.S. officials had a surprise moment when Ukrainian diplomats reacted oddly to Joe Biden’s visit to Kyiv in December 2015. Biden, then Vice President, gave a speech that blasted corruption as a “cancer.” The Ukrainian delegation, however, felt that the U.S. was saying one thing about corruption at home while criticizing Ukraine for it—pointing to the Biden family’s ties to the Ukrainian energy company Burisma.

New York Post found a trove of newly de‑classified intelligence documents that shows the story was quietly kept out of the President’s daily briefing. The briefing, known as the Presidential Daily Brief (PDB), is a top‑secret feed that informs the commander‑in‑chief about potential crises around the world. According to the reports, Colin Kahl—Biden’s former national‑security adviser—asked the CIA not to include the Ukrainian complaint in the PDB. A senior CIA officer cited an internal email from February 2016 that said the brief should remain suppressed.

The message came from a “PDF Briefer,” who is thought to be former Deputy Director of National Intelligence Michael Dempsey, who briefed President Barack Obama each morning. Dempsey reported to James Clapper, a former Director of National Intelligence who, according to the Post, is under federal investigation for alleged ties to the Trump‑Russia collusion narrative.

When Biden finished speaking, his son Hunter was reportedly earning about $1 million a year as a Burisma board member. Ukrainian officials privately debated the U.S. scrutiny of the Biden family’s alleged business ties, seeing it as a double‑standard. The intelligence files and emails come from a recent CIA review of historical records ordered by Director John Ratcliffe.

These revelations add to the discussion about U.S. foreign policy and corruption, spotlighting how intelligence details can shape—or hide—information that reaches the highest levels of government.
