Odisha: Speaker rejects Congress no-confidence motion, MLAs stage walkout

In Bhubaneswar, Odisha Assembly Speaker Surama Padhy turned down a no-confidence motion from the opposition Congress party against the BJP-led state government on Monday. The decision sparked chaos in the house and strong accusations from both sides.

The drama unfolded when the assembly session restarted at 4 p.m. Congress Legislature Party leader Rama Chandra Kadam urged the speaker to accept the motion his party had filed. Padhy explained that Kadam and 14 other Congress MLAs submitted the notice to the assembly secretary on September 18. She even directed staff to bring it up the next day, September 19.

But the motion never made it to a vote. Disruptions kept the house in disorder, and under parliamentary rules, the time slot for the no-confidence motion expired. Frustrated Congress lawmakers rushed to the well of the house, chanting slogans right near the speaker’s podium before walking out in protest. They took their demonstration outside, rallying under Mahatma Gandhi’s statue on the assembly grounds.

Speaking to reporters, Kadam insisted his party followed all the rules for the no-confidence motion in Odisha politics. He called the rejection “unjust and deliberate,” claiming the BJP government pulled strings through the speaker. Kadam went further, accusing both the ruling BJP and the main opposition BJD of teaming up to create disruptions and silence Congress voices in the assembly.

From the BJD’s perspective, Chief Whip Pramila Mallik fired back earlier, criticizing Congress for pushing the motion with just 14 MLAs—far short of a strong showing. She said the move aimed to tarnish the BJD’s image without any prior talks. Mallik added that Congress lacks real support among voters and resorts to such stunts to grab attention in Odisha’s heated political scene.

Despite the uproar, the assembly pressed on with business. Members from the BJD and BJP stayed put as Higher Education Minister Suryabanshi Suraj introduced the Odisha University (Amendment) Bill, 2025, for discussion. The episode highlights ongoing tensions in Odisha Assembly proceedings between Congress, BJP, and BJD.
