Exclusive | University of Delaware student busted for alleged mass shooting plot is Afghan immigrant who came to US as a ‘youth’: officials

A 25‑year‑old student who was caught in the Delaware campus with a large stash of firearms, body armor, and a notebook outlining a planned attack is an Afghan national who spent time as a refugee in Pakistan before moving to the United States, officials told the Post.

Luqmaan Khan was born in Afghanistan and, according to the Pakistani embassy, lived as a refugee in Pakistan for “a few years.” He later immigrated to the U.S., where he became a citizen. While the exact age at which he entered the U.S. remains unclear, Delaware police described him as a “youth” at the time of his arrest. A Pakistani official added that he has “lived most of his life” in America.

The arrest occurred just before midnight on November 24, when officers found Khan sitting in his truck inside a closed public park. When the officers tried to speak to him, he refused to interact, prompting a search of the vehicle.

What the police discovered inside was unsettling: a handgun, several 27‑round magazines, body armor, and a device that could convert the pistol into an automatic rifle, according to the U.S. Attorney’s Office for the District of Delaware. The vehicle also contained a marble notebook filled with detailed plans to target the university’s police department, where Khan was an undergraduate.

The notebook was marked with phrases such as “kill all – martyrdom,” and Khan later told police that becoming a martyr was “one of the greatest things you can do.”

In a subsequent search of his Wilmington home, authorities uncovered an AR‑style rifle equipped with a red‑dot sight, a second pistol fitted with a device that would allow it to fire fully automatically, nearly a dozen additional loaded magazines, and more body‑armor plates. None of the firearms were registered.

Khan remains in custody and has been charged with illegally possessing a machine gun while the investigation continues.
