“No reason to meet Xi”: Trump lashes out at China’s ‘hostile’ export control plan, threatens new tariffs

U.S. President Donald Trump said on Friday that he sees no reason to meet Chinese President Xi Jinping after Beijing announced sweeping new export controls on rare‑earth metals. The move comes as China extends its hold on key materials used in smartphones, electric‑vehicle batteries, and advanced military tech.

Trump, who posted the warning on Truth Social, called Beijing’s action “hostile” and said that the United States is ready to hit back with strong counter‑measures, including a steep hike in tariffs on Chinese goods that enter America. He accused China of “lying in wait,” adding that the new limits could let the world fall under a single power’s control.

China’s Commerce Ministry said the changes are designed to protect national security and prevent rare‑earth elements from being used in military or sensitive commercial fields. The new list adds five more metals—holmium, erbium, thulium, europium and ytterbium—to the existing 12 restricted out of 17 types. Export licences will now be required not only for the metals themselves but also for mining, smelting and magnet‑making technologies. Restrictions also cover lithium‑ion batteries and graphite anodes used in electric vehicles.

The U.S. will react if China’s limits are enforced. Trump promised that, for every element China wants to monopolize, the United States would retaliate with “two—” meaning massive new tariffs.

Meanwhile, Beijing’s curbs will take effect between November and December, giving China more leverage heading into a planned meeting with Trump at the APEC summit in South Korea later this month. The statesmen’s trip could be cancelled if the U.S. imposes steep penalties.

The restrictions mirror Washington’s own export controls on advanced chips, pushing the current U.S.–China trade showdown into a new phase. As China tries to tighten its grip on rare‑earth supply chains, both countries are testing the limits of their economic and strategic competition.
