Bihar govt tables Rs 91,000-cr supplementary Budget; Narendra Narayan Yadav elected Dy Speaker

On Wednesday, the third day of the Bihar Legislative Assembly the mood was a mix of political drama, firm adherence to constitutional principles, and long‑standing parliamentary rituals. The government reaffirmed its commitment to progress by unveiling a hefty second supplementary budget of ₹91,717.135 crore to both Houses. Finance Minister Bijendra Prasad Yadav presented the figures in the Assembly, while Legislative Council minister Dilip Jaiswal handled the same in the upper house. The sizeable investment is seen as a decisive step toward hastening welfare programmes, finishing stalled infrastructure projects, and tightening fiscal discipline across key sectors.

Government officials said the new allocations will fill critical gaps in ongoing initiatives, breathe life into unfinished works, and guarantee that flagship schemes receive the resources they need on time. They highlighted priorities such as social welfare, rural development, roads, health and education, all in line with the government’s stated agenda.

In a notable display of unity, the Assembly elected senior JD‑U leader Narendra Narayan Yadav as Deputy Speaker by unanimous vote. Analysts point out that his elevation shows that democratic processes can still be carried out with decorum, maturity and cross‑party consensus, even amid frequent clashes. Yadav, known for his experience, organisational grounding and balanced temperament, will preside over the House whenever the Speaker is absent, upholding fairness, neutrality and constitutional standards in conducting business.

Overall, the session reflected Bihar’s shifting political milieu, showing a strong focus on development, respect for democratic traditions, and, on some issues, a mature tone of dialogue between treasury and opposition benches.

Emotional moments arose when Speaker Prem Kumar moved a motion to mourn the loss of three notable public figures who shaped Bihar’s political and administrative path. Those memorialised included former MLA Shrichandra Singh of Imamganj (1980‑85), remembered for his simplicity, accessibility and close ties to grassroots voters; Shibu Soren, former Chief Minister of Jharkhand and a past member of the Bihar Legislative Assembly, recalled as the revered “Dishom Guruji” – a beacon of mass movements, tribal rights and relentless advocacy for marginalised communities; and former Governor Satyapal Malik, remembered for his outspoken, sharp‑witted governance, administrative skill and steadfast devotion to public service.

Across party lines, members observed a moment of silence, paying heartfelt tributes and recalling the contributions, struggles and distinguished lives of the three leaders. Their passing has erected a significant void in the democratic, social, and administrative journey of the state and the broader region, yet their legacies continue to inspire activists, public representatives and future generations.
