SIR Phase II: 99.07 pc enumeration forms distributed, digitisation lags at 47.35 pc

In New Delhi, the Election Commission of India (ECI) has announced that Phase II of the 2025 Special Intensive Revision (SIR) is advancing swiftly, with 99.07 % of enumeration forms (EFs) already handed out across twelve states and union territories.

The Daily Bulletin, released at 3 p.m. on Monday, reported that nationwide distribution has reached 99.07 %. This progress reflects vigorous on‑the‑ground activity by Booth Level Officers (BLOs) and the active involvement of Booth Level Agents (BLAs).

The current enumeration window spans from November 4 to December 4. By now, 50.50 crore EFs have been delivered, out of a total eligibility pool of 50.97 crore voters.

Digitisation is still catching up with distribution. To date, 24.13 crore forms have been processed electronically, yielding an overall digitisation rate of 47.35 %.

Goa and Lakshadweep have each achieved complete distribution at 100 %, with Andaman and Nicobar close behind at 99.98 %, Madhya Pradesh at 99.83 %, West Bengal at 99.75 %, and Gujarat at 99.69 %.

Uttar Pradesh, the most populous electorate state, has distributed forms to 99.62 % of its voters, covering more than 15.38 crore individuals.

Puducherry (95.58 %), Tamil Nadu (96.22 %) and Kerala (97.23 %) posted the lowest distribution percentages.

Regarding digitisation, Lakshadweep leads at 96.81 %, followed by Goa at 76.89 % and Rajasthan at 72.20 %. Kerala lags with just 23.72 %, and Uttar Pradesh trails at 26.60 %.

The Commission highlighted that recognised political parties are being encouraged to increase the number of Booth Level Agents, thereby speeding up verification and digitisation processes.

In its note, the ECI clarified that the figures from Rajasthan exclude data from the Anta Assembly constituency, where the revision was postponed due to a by‑election.

Further updates will be issued as the Revision moves toward the December 4 deadline.
