Swing-district Republicans rebel, force a vote on Obamacare subsidy extension in blow to Speaker Johnson

On Wednesday, four representatives from swing districts split from GOP leadership and joined a Democratic push to force a vote on extending the enhanced Obamacare subsidies, striking a blow to House Speaker Mike Johnson.

They signed a discharge petition drafted by Minority Leader Hakeem Jeffries that seeks to bypass Johnson and put a three‑year extension of the subsidies—set to expire on December 31—up for floor action.

After the petition hit the required 218 signatures, Johnson told reporters, “I have not lost control.” He added, “Look, we have the smallest majority in US history; these are not normal times. There are House processes that are rarely used when majorities are bigger.”

This was the fourth petition this year to reach the magic number of 218 signatures needed for a forced vote. Though historically rare, discharge petitions have become more effective in recent years.

Jeffries praised the GOP defections and urged Johnson to bring the extension to a floor vote right away.

The four defectors are Brian Fitzpatrick (R‑Pa.), Mike Lawler (R‑NY), Rob Bresnahan (R‑Pa.) and Ryan Mackenzie (R‑Pa.). Their signatures joined a strong coalition of 214 Democrats, including a valid form from New Jersey Gov‑elect Mikie Sherrill, who resigned last month.

Under House rules, once a seven‑day notice period elapses, leadership must schedule a vote within two days. With the chamber closed for holidays after this week, a vote likely won’t occur until January, though Johnson could move it sooner.

On X, Jeffries announced that the bipartisan petition now has 218 signatures and urged the Speaker to bring the bill to the floor immediately.

If the House passes the extension, the Senate could pose a challenge. Last week it failed to approve a similar extension with a 51‑48 vote—well below the 60 votes required. Still, with millions facing higher insurance costs next year, a House win could pressure GOP Senate leaders.

Alternate GOP proposals to extend the enhanced subsidies are also floundering in the Senate.

Republicans have wrestled for months over how to manage the expiration of the enhanced subsidies. Traditional ACA credits will remain regardless of whether the enhanced cuts lapse; those enhanced credits, part of the 2022 Inflation Reduction Act, cost about $30 billion a year, the CBO estimates.

More than 20 million people receive the enhanced subsidies. Without them, roughly 3.8 million additional Americans could lose coverage from 2026 to 2034.

Moderate Republicans had hoped for a compromise to extend the subsidies, but when talks stalled, they chose to defect. “While I have been working for a bipartisan compromise with reforms, the failure of leadership to allow a vote on the floor left me with no choice but to sign the Democrats discharge petition,” said Lawler.

Lawler and his allies sought to extend the enhanced credits and overhaul Obamacare.

Fitzpatrick, co‑chair of the bipartisan Problem Solvers’ Caucus, called the move a “Hobson’s choice.” He criticized GOP leadership for rejecting the alternative proposals he and his colleagues had negotiated: “We’ve worked with both parties, both chambers, and the White House in good faith. We only asked for a floor vote on the compromise so the American People’s voice could be heard. That request was rejected.”

“Unfortunately, the result was forced by House leadership,” Fitzpatrick added.

During the record‑setting 43‑day shutdown, Democrats pressed Republicans to extend the enhanced subsidies but gained nothing.

Trump has called for converting the enhanced subsidies into payments for low‑income Americans to offset their healthcare costs, rather than sending the money to insurance companies.
