Washington, DC – On Friday, former U.S. President Donald Trump told reporters that he has not officially cancelled his planned meeting with Chinese President Xi Jinping, even though he earlier said there was “no reason” to meet after Beijing imposed new export controls on rare earth elements.
Trump said the Chinese move surprised him and called the restriction “out of the blue.” He added that the United States was preparing stronger counter‑measures and that it might impose a 100 percent tariff on Chinese goods on top of any existing duties, starting November 1, 2025.
The president also warned that the U.S. would put export controls on a wide range of critical software the same day. “We’re ready to react,” he said. “If China pulls back, we will see what happens.”
During a press briefing, Trump said he has a “very good relationship with President Xi,” but his comments about the restrictions were a response to China’s new export bans, not a pre‑planned action. He described Beijing’s step as an “extraordinary aggressive position” on trade and called it “moral disgrace,” noting that the restrictions affect “all countries, without exception.”
China’s latest measures extend its controls over rare earth exports, processing technologies, and overseas applications, including those used in military and semiconductor sectors. Trump framed the restrictions as a threat to the global economy and the United States’ strategic interests.
